***PS*** Remember, that if your screen refresh rate is 60Hz or 120Hz or 144Hz etc etc, you can set the maximum FPS of your Video Card at this frequency, cause all more FPS that is given by your Video Card are not showed in your screen by the effect of refresh rate, and produces shuttering, thetering and little jumps, cause are missing photogrames and are limited by the refresh rate of the monitor, so is better if you have a monitor with 60Hz out the maximum fps at 100 as the maxpackets value, cause monitors with 60hz refresh rate, can support this number, but no much more cause you will have missing fps that you cant see in screen and input lag, tettering, tearing or others effects like missing shoots or bad aim to spots where nobody is. That is why you never will see in your screen caused by this difference.

1. Set your Virtual memory
(Initial) 8292 MB - (Maximum) 8292 MB (Example, you must see how much memory you have in your own pc and select the number adecuated to this value)
This will give you a virtual memory (Ram) size of roughly 4GB.
This will allow your system to access data 2x faster.
Initial and Maximum must be set to the same value so there will be no fluctuation when your CPU is distributing tasks through the VM. Do not set it any higher considering it will have no affect at a higher value (You will just be wasting system memory). 4 GB will be more than sufficient.
2. Set the following background tasks to Manual in windows task manager.
Application Experience, Computer Browser (If not connected to a network), Diagnostic Policy Service, Distributed Link Tracking Client, IP Helper, Offline files, Program Compatibility Assistant Service, Portable Device Enumerator Service, Print Spooler (If you dont print often), Server (If not connected to a network), Remote Regestry (Always disable for security piurposes),Secondary login, Security Center, TCP/IP NetBios Helper (If you are not in a workgroup network), Windows Error Reporting Service, Windows Image Acquisition Service, Windows Search (If you dont search often) , Windows Time (If you dont want to update system tray clock using internet).
Once complete, You MUST restart your computer for these changes to take effect.
3. Defragmant your (C) drive. (For optimization)
4. Disable your Firewall to enable a better connection for multiplayer online play (Only while playing games, activate once done playing for your security).
5. Right click on COD in your steam library and browse your COD files. Select verify game cache integrity.
6. Load COD:WAW and pull up Windows task manager. (This part must be done each time you load a game).
Right click on COD:WAW then Left click on details. Highlight Set priority Right click and select set priority level to High (Left click). Close Windows task manager and any other programs still open minus Steam and COD (This works for any COD or Win based PC game).
7. Enter back into COD (or your respective game).
In settings adjust graphics to Yes for all graphics settings. This will now allow you CPU to share the load to you GPU. Set your resolution to a minimum of 1280 x 720 or higher.
8. Finally load up this creation of badassery (COD) and tear it up in full graphical glory.
If you are still running into issues just locate the cfg. commands in the Steam forums but, this shouldnt be an issue if you games are up to date.
I will elaborate more on the cfg. files necessary in the comments section below after I get some sleep (Sorry this took me 2 hours to write)!!!!! Hang in there til I respond but, I will absolutly return to answer your questions. I want this problem to be solved for everyone having issues :)

A 60Hz refresh rate means that the screen is refreshing itself 60 times every second, and at 120Hz, it's refreshing itself 120 times every second. This is different from frame rate, which is how many times per second the source sends a new frame.
Hertz (Hz) is the number of times your display refreshes itself every second. This means that a 60Hz monitor will refresh the image its displayed and return 60 images per second while a 120Hz monitor returns 120 images per second every time it refreshes.
Basically, a higher number of hertz means you get more images per second, effectively creating a more fluid experience on the screen. A higher value basically means you get a smoother display, which matters greatly when gaming.
In the past, it was said that our eyes can only see up to 30Hz. It was then said to be up to 60Hz and now the numbers just can’t come to a conclusion. With the introduction of 144Hz monitors a while ago everyone noticed the immense difference when you jump from 60Hz to 144Hz, you can see it clearly when even jumping up to 120Hz. Recently with the introduction of 240Hz, we don’t notice as much of a difference in comparison but this may be the limits of our eyes, however, there is still something super smooth about a 240Hz monitor proving the higher the better.
If it is true that eyes can see up to 60Hz, then manufacturers wouldn’t have produced 240Hz monitors you could find today.
If your computer can play a game at a high enough framerate to match a 120Hz or 240Hz monitor, you’ll see a noticeable change in the perceived sharpness of a moving image. Blurring occurs because of how the human brain processes the set of individual frames a monitor displays. The brain blurs together the series of frames to create a sensible moving picture, but some detail is lost along the way.
A higher refresh rate helps to decrease the blur by giving our brains more information to act on, in turn reducing perceived blur. However, unlike computer hardware, our brains aren’t all made to the same specification. Some people notice the difference between a 60Hz and 120Hz display immediately, while others can’t see what everyone is all worked up about. The difference between 120Hz and 240Hz is even more subtle.
Again, it is very much dependent on what you’re doing on your system. Gamers will notice sharper visuals during fast action, and moving a mouse can feel smoother compared to a more typical 60Hz display. Web browsing when fast scrolling down a page can look a little smoother, too, but in watching online videos and answering emails, you won’t see any advantage.
Because refresh rates and framerates are very different things, they can often mismatch. That’s when something called screen tearing can occur. It tends to happen when a computer’s video card is spitting out frames at a rate well beyond the refresh rate of the monitor connected to it. Because more frames are being rendered than the monitor can handle, half-frames are sometimes shown together on the screen, manifesting as an obvious split between two portions of it, neither of which appears to line up correctly with the other. It’s a distracting problem that even the least sensitive viewer will usually notice.
In games that aren’t particularly taxing, framerates can often exceed 100 fps. However, a 60Hz display only refreshes 60 times per second. This means gamers are not fully benefiting from the enhanced responsiveness of the higher framerate and may notice tearing as the display fails to keep up with the data fed to it. A 120Hz display refreshes twice as quickly as a 60Hz display, so it can display up to 120 fps, and a 240Hz display can handle up to 240 fps. This will eliminate tearing in most games.
Although you always run the risk of screen tearing with a framerate above your refresh rate, it’s only to a certain point. In games like Counter-Strike: Global Offensive, where framerates are often well about 100 fps, there are more, smaller tears. A single tear is easy to notice, but several minor ones don’t register for most people.
Frame syncing technologies like V-Sync, Freesync, and G-Sync also help prevent screen tearing, but they have their own drawbacks. V-Sync will cap performance. Freesync and G-Sync, meanwhile, require specific combinations of video card and monitor hardware. These technologies are getting better, but they still require some key choices about GPUs and displays.
Syncing technologies are designed to work with GPUs to help solve issues like screen tearing, but that’s far from the only role GPUs play in display performance. If you want 120 to 144Hz or higher performance, you also need a GPU that can keep up with your gaming.
There’s no perfect choice for getting a GPU that can output 120 or more frames per second, but more processing power and a greater amount of faster memory are always good signs. The latest generation of Nvidia’s RTX 3000 series GPUs are excellent candidates, but they’re not the only ones.
You can also play less detailed games, or lower the in-game settings to get higher framerates to take better advantage of a high refresh rate display.
The refresh rate of a monitor has an impact on input lag. A 60Hz display, for example, will never have a visible lag below 16.67 milliseconds, because that’s the amount of time that passes from one refresh to the next. A 120Hz display halves that time to 8.33ms, and a 240Hz display further reduces it to 4.16ms.
Decreasing lag by less than 10ms may not seem important, and for many people — even gamers — it’s not. However, lag can be worth eliminating for ultra-competitive gaming or for those who like games to feel as smooth as possible. This is, once again, an issue some people will notice more readily than others.
It’s important to note here that the refresh rate has nothing to do with input lag. Whenever you click your mouse or input a keystroke, your PC still receives and processes it at the same rate. The refresh rate just has to do with how quickly you see the result of your action on screen, compromising the entire input chain.
We think that gamers will see a more significant benefit in switching to a high refresh rate monitor than they will in upgrading to 4K since doing both can be quite expensive as well as taxing on your hardware. 120Hz or 144Hz displays deliver smoother, tear-free gaming with less input lag. This improved performance is especially beneficial in games where fast inputs are vital to winning and in games with competitive fighters or shooters, including Fortnite, Overwatch, Mortal Kombat, and others in these genres.
You’ll likely have better luck finding a good monitor within a physical store rather than online.
The best way to get an understanding of how this feature works is by physically witnessing motion demos on screens in an actual store. Thus, you will be able to make a more informed decision on whether to upgrade.
If you’re a non-gamer, higher refresh rates supply an almost unnoticeable change in your system’s overall performance. It will make your desktop appear smoother when surfing the web, but you won’t see much improvement beyond that. Televisions with 120Hz or 240Hz panels further improve motion quality with image processors that change their input. Some can even add frames, which increases the framerate of content. In contrast, monitors don’t usually have a processor, which minimizes the panel’s benefit when watching video content. An improved refresh rate also does not guarantee to eliminate “ghosting.”
Ultimately, we think that dedicated gamers will definitely benefit from upgrading their systems with high refresh rate displays. If you aren’t an avid gamer, there are plenty of features that will better fulfill your non-gamer desires.

The Quake 3 engine has total synergy between FPS and CMD packets sent. If you cannot manage a solid 100FPS at all times, either lower your settings, or download a high FPS config if bad comes to worse.
Monitor Settings Fps and Refresh Rate Related Monitors with More than 100mhz Refresh Rates
Monitor refresh rate has a direct influence in your fps framerates and smoothing game.
How must be setting?
1-Resfresh Rate and Fps limit has be paired to same that monitor can hold without lowering or fluctuating fps.
Guess you have a Monitor wich resfresh rate is 144 or 165mhz, then you will have the vertical synch option to be enabled, wich makes a lot of difference if is activated when you shoot or aim a target ingame, so active this setting in game and in your windows settings too. In this case set up your fps limit to the same if your pc canhandle without variations. But, remember that maxpackets are limited to 100 for the game engine, wich means, that best compromise solution for hit detection is paired to the same 1oo fps limit. Why? cause maxpackets are going to mark the point which you can ot update with your resfresh rate monitor, so all those more fps you theorically gain is not real. So best settings for those who has high refresh rate monitors up to 144 or 165 or even better is:

Is true that new mouses get awsome DPI max sets and a lot of new improvements. But... Really is good to play FPS like COD?
The answer can be controversial, but at the end, the real truth is Pro Players and Old School gamers know that high DPI setttings in your mouse made your aim worst! Amazing ah? Well, there is a logical behind this but it will too long to explain (search in google about it)
So, what DPI i have to do with my amazing super mouse last gen that gets more than 6000 DPI?
The correct range will be 600-800-1000 DPI setting for play smooth and get a better aim when you play.(Pro Players and competitive players set it up in 800 DPI allways)
This DPI range offers better aim cause yout move with the mouse aim tracks are less faulty in stops over targets and when you correcting the tracking over a target in movement. Obviusly in windows settings for mous the sets has to be paired, so let the mouse accl off and the speed to medium. Same in game option. Mouse speed must be paired without mouse acceleration OFF in game settings. Why? cause again, the Quake Engine do his magic and you will notice and have a better and smooth aim, tracking and better sweet spot to make your aim progress.
So its on you try and compare or just ignore these wise advices.

Let's compare the default settings to the improved settings, shall we?
Default:

The default Rate sends 25kbps, as fast as IW capped the Q3 engine setting.
Most servers are set to sv_fps 20. The game readjusts itself if /snaps is set higher. This is a precaution for any servers that do have sv_fps set to 30.
Packet duplication only wastes bandwidth unless you really do have that bad of a connection.
The Q3 engine only takes FPS caps equal to 1000/x. As such, 85 gets rounded up to 91 (1000/11).
/cl_maxpackets must be set to a number that is equal to the maxfps/x. As the default is 91, this is what happens:
91/1 = 91
91/2 = ~46
91/3 = ~31
91/4 = ~23
You only send ~23 packets a second on every fourth frame!
Something About Memory and Ram
The windows suite has some controllers to allocate memory or do a MemoryCompression for this.
For games is not the best option.
So to improve this use this tooL:
Open your PowerShell as administrator.
Write this:get-MMAgent
When the command works you will see this:
ApplicationLaunchPrefetching : True
ApplicationPreLaunch : True
MaxOperationAPIFiles : 512
MemoryCompression : True (this line is what matters)
OperationAPI : True
PageCombining : False/True (this no matter)
PSComputerName :
To change this in same PowerShell as administaartor write this:
disable-MMAgent -mc
This is going put memory as not compressed
Then you will see the line:
MemoryCompression : False
(this is what we want)
Then restart PC.
This going to improve your memory process for games and video etc.
Using the MSI tool
MSI_util_v3 (is the name of app you can search google or go here:

and read and download the tool for your use.
Basically is a tweak for graphics cards and the way the response and get the instructions of commands in games etc.
Using it you will see a better perfomance in games and some hard task like video edition etc.
